I feel a system like this would make old legacy gear more fun for twinks & legacy characters in general whilst still not posing an imbalance or risk to current endgame content. However if equipped at the appropriate level (level 60), then the set bonuses would remain active. So for example level 60 tier gear, if equipped on a level 61 or above then the set bonuses would deactivate. Personally I think it would be much better if legacy set bonuses only deactivated when equipped on character with a higher level for the intended gear. Though I understand the reasons for this - as an old set bonus could still be considered best in slot for some current content for example - I feel a general deactivation is a lazy fix.
